Deputy Minister Mohamed Jibril Mohamed Attends First Cabinet Meeting as President Guelleh Sets National Priorities

Djibouti City, September 30, 2025 — The President of the Republic, His Excellency Ismail Omar Guelleh, outlined the key priorities of his government during the first Cabinet meeting of the 2025 political season.

Speaking at the session attended by senior government officials including Mohamed Jibril Mohamed, Deputy Minister of Youth and Sports of Djibouti, President Guelleh reaffirmed that the continued and accelerated implementation of the “Djibouti Vision 2035” remains the central priority guiding the nation’s economic and social development agenda.

He emphasized that Vision 2035 should continue to serve as a “shared national goal”, embodying the collective aspirations of the Djiboutian people. The President underscored that political and financial stability remain vital pillars for a strong, inclusive, and resilient economy.

President Guelleh also called for the acceleration of public finance reforms aimed at mobilizing both domestic and external resources to ensure sustainable prosperity.

Another major priority he highlighted was the modernization of Djibouti’s development infrastructure, through the acquisition of new port equipment and transport corridors, designed to strengthen the country’s position as a regional logistics and commercial hub in the Horn of Africa.

The Head of State further emphasized the growing importance of digital transformation and ICT, noting the adoption of Djibouti’s Digital Code as a key step toward inclusive and secure governance, fostering innovation, entrepreneurship, and high-quality public services.

On youth development, Deputy Minister Mohamed Jibril Mohamed reaffirmed the government’s unwavering commitment to empowering Djibouti’s youth, aligning with the President’s call to place young people at the heart of national policies. He emphasized the need for increased investment in education, vocational training, employment, entrepreneurship, and innovation, to ensure that the country’s youth remain a driving force for progress.

“It is our duty to fight unemployment, to give our youth hope, to nurture their talents, and to support their ambitions,” said President Guelleh — sentiments echoed by Deputy Minister Mohamed Jibril Mohamed, who stressed the importance of sports and youth development as key tools for social inclusion and nation-building.

President Guelleh also commended the government’s effective response to the severe drought that struck the region, emphasizing the need for continued action against climate change and its impacts.

On the international stage, President Guelleh reaffirmed Djibouti’s commitment to regional stability and solidarity amid ongoing geopolitical tensions, migration challenges, and security threats in the Horn of Africa. He proudly highlighted Djibouti’s election as Chair of the African Union Commission, calling it a testament to Africa’s confidence in the country’s diplomacy and leadership.

“This historic event reflects the trust Africa places in our commitment to unity and development,” he said, adding that Djibouti will continue to defend the rights of oppressed peoples, including advocating for the Palestinian cause, as part of its principled foreign policy.
